Public law 108-447 Sec.111 Division J- SEC. 111 (b) states: "Each educational institution that receives Federal funds for a fiscal year shall hold an educational program on the United States Constitution on September 17 of such year for the students served by the educational institution."
The above law passed by Congress, deems that our Constitution is a vital component of student knowledge. We want to assist educators, parents, and leaders in implementing their programs!
Liberty Day, Inc. contacted TFRW requesting our organization to get behind their statewide educational effort in Texas by getting copies of the Liberty Day pocket constitution book, containing the Declaration of Independence and the U.S. Constitution and a set of 24 Q & A on flash cards into the hands of 5th graders in Texas Public Schools. The best part of this story is that Robert Scott, Commissioner of Education, for the TEA, has sent out a blast e-mail to all superintendents of schools in Texas informing them about this program.
This Texas program has been approved by Texas Education Agency (TEA) and the U.S. Congress...we just have to implement it.
So ladies, it is our job to implement this project into the whole State of Texas. We are to contact the superintendents and principals of our districts and let them know we are trying to get this project into the hands of all fifth graders in the State of Texas. The Department of Education is divided into 20 Education Service Centers. These centers work with the local superintendents of schools. The TFRW volunteers will be working with their superintendents and principals to get these books and Q & A cards into the schools.
Liberty Day, Inc. is a 501 (c)(3) non-profit organization. Any contribution/donation is tax deductible, but there is also the option of applying for community grants through Sam's Club or Wal-Mart. Andy McKean is President of Liberty Day, Inc. He informed us the funds from these grants will make it possible to distribute, free of charge, copies of the Liberty Day pocket constitution book and a set of Q & A's on flash cards to the fifth graders. Each teacher will receive a manual with a curriculum guide to work with these students.
This organization's goal is to help educate Americans, with a focus on our youth, about the contents of the U.S. Constitution and Declaration of Independence. One of the important aspects of this project is that Liberty Day not only wants us to get these books into the students' hands, but we are to make sure someone works with the students so they will understand the contents of the booklets by presenting the quizzes and worksheets provided. (Requirement: Spend an hour with these students if possible or make sure the teacher understands this procedure and follows through with it.) After these steps are taken, Liberty Day requests that the questionnaire be completed by the teacher and mailed to Liberty Day verifying these teaching aids were used with the students
1. Contact Education Centers by letter immediately
2. Contact each Club President and TFRW District Director by e-mail with information. Clubs need to begin contacting their superintendents or principals before the end of May for approval of the September 17th "Constitution Day". It would be a good time to acquire the number of fifth grade students in your district per school. That information would be available through the superintendent or principal. Starting in June this "Constitution Project" needs to be up and running.....fundraising, etc.
3. Liberty Day, Inc. offers $1,000 grant application forms from Wal-Mart and Sam's Club to help with costs for your district.
4. Constitution Day (September 17th) will be the date for getting these books, Q & A's, and materials into the schools.
5. Recruit the Bushes for a Kickoff date or maybe a PSA from them. (Optional....but something will be done for a State Kickoff Date.)
6. Set an example with Texas and then go national.
